The best judge of all was the prophet Samuel; yet, it was from him that Israel demanded a king. 1 Samuel chronicles the important transition from theocracy (rule of God) to monarchy (rule of a king). Apostasy and revival are neighbours, side-by-side. 1 Samuel introduces one of most important figures in all Scripture: David, who is mentioned 1,100 times in the Word of God.
